if someone's breaked the rules,how the time is going to be banned?am i ban him for 2 weeks or forever or for 2 days or for what?

first we should warn them ,then a 40 hour ban and maby they would have to do something like send a private message to admin saying they would not do it again and if they redo it banned forever
